Opportunity Contracting and Workforce Hiring (OCH)


The following outlines the OCH goals for Woodhill Phase I

THE COMMUNITY BUILDERS GENERAL INTENT

  • TCB will ensure the Woodhill Redevelopment supports the overall objective to bring economic benefits to the City of Cleveland’s Woodhill Neighborhood, such as construction contracting opportunities; local contractor mentorship and relationship building; construction jobs; job training; and long-term jobs. 



  • A critical factor in the determination of the success of the Woodhill Development will be the level of MBE, WBE and Section 3 contracting, as well as the amount of Section 3 / CMHA PAR workforce participation.


OPPORTUNITY CONTRACT and WORKFORCE HIRING (OCH) GOALS

  • 30% MBE: Thirty percent of the total aggregate dollars spent for “Woodhill Development Expenditures” including construction, supplies, services, and professional services will be spent with certified MBE companies.


  • 10% WBE: Ten percent of the total aggregate dollars spent “Woodhill Development Expenditures”, including construction, supplies, services, and professional services, will be spent with certified WBE companies.


  • 10% Section 3 Businesses: Ten percent of the total aggregate dollars spent for “work performed” as it does not apply to “materials only” contracts as defined by the HUD Section 3 regulations. 


  • Diverse Workforce: TCB’s objective is to hire a diverse construction workforce that reflects the Woodhill Neighborhood. Specific goals are:


  • Section 3 Residents: Twenty-five percent of the total hours worked to be performed by Section 3 residents located within the target area. 


  • CMHA PAR Program Compliance: Twenty-five percent of the total hours worked to be performed by Section 3 Workers and 5% of total project hours performed by Targeted Section 3 Worker hours.
